  • Flaring, venting and fugitive emissions, and the method behind each — a single "flare factor" covering all three cannot be verified
  • Methane specifically, which carries a different global warming potential and a different measurement problem from CO₂
  • Metering across custody transfer points, and whether the inventory reconciles to the same volumes the commercial system uses
  • The boundary between upstream, midstream and refining assets on one site, and which entity controls which
  • Operational versus equity versus financial control consolidation, and whether the chosen approach is applied consistently across every joint venture
