No. A pre-engagement review comes first, so that both sides know whether the request is inside scope, what evidence exists and what depth of testing the risk requires. A quotation without that is a guess.
Its purpose is to establish whether we can act at all. What it covers and any cost are stated in writing before it starts — nothing begins on an assumption.
