What this tool is — and is not

It screens a code against the goods list transcribed from Annex I to Regulation (EU) 2023/956. It tells you which sector a code belongs to and how emissions are treated there.

This is screening support and not customs, legal or verification advice. Tariff classification and the legislation in force remain controlling, and the operator, exporter and importer should obtain qualified customs advice where needed.

Three results, three meanings

  • In scope — the code matches a listed heading. Open the sector page and start on the evidence file.
  • Potentially in scope — a partial match. Confirm the full eight-digit classification before concluding anything.
  • Not identified — no match in the list held by this tool. That covers both "outside CBAM" and "code entered incorrectly", and the tool cannot tell them apart.
