The rule as published.
- The existing certificate must be valid and within a recognised arrangement.
- A pre-transfer review examines the current scope, the audit history, outstanding nonconformities and any complaints.
- The reason for transfer is examined, not assumed.
- A certificate under suspension, or with unresolved major nonconformities, is not accepted for transfer.
- Where the review cannot establish the position, the initial certification route applies instead.

This page covers Global Energy Up certification. Complaints and appeals about an Energy Up International validation or verification follow a separate controlled workflow at the Trust Centre. The two are never merged, because the decisions being challenged were taken by different entities under different rules.
